One:If you don't need copper conductor bigger than 0.4mm.

You can choose Rod breakdown wire drawing machine without annealing drawing copper form 8mm to 3mm,Intermeidiate wire drawing machine without annealing from 3mm to 1mm,Fine wire drawing machine with continuous annealing from 1mm to 0.1mm-0.4mm.

Two:If you need copper conductor 0.4-1.6.

All you need to do is add an additional medium annealing machine to the above scheme.

Three:If you need copper counductor bigger than 2mm.

Copper rod breakdown machine should add annealing.

In a word,no need annealing copper wire each step, just need to anneal wire in last step.
